Missing paperwork is one of the most common reasons a container waits at port. This export documents checklist covers the export documents India requires for most shipments – plus the phytosanitary certificate India issues for plant products and the fumigation certificate for export from India used for wooden packing – and who issues each one.
Whether you import packaging, food products or agricultural goods, knowing these papers – and which extra certificates your own country asks for – helps your goods clear customs on time. As a buyer, you can use this list to ask your supplier for the right documents before the vessel sails.

Core Export Documents Checklist for Every Shipment
Almost every commercial shipment from India uses the documents below. Therefore, confirm with your supplier that each one will be ready before the goods leave the factory.
| Document | Prepared or issued by | What it does |
|---|---|---|
| Pro forma invoice | Exporter | Confirms price, quantity, Incoterm and payment terms before production |
| Commercial invoice | Exporter | Final bill used by customs to value the goods |
| Packing list | Exporter | Shows cartons, weights, dimensions and marks for each package |
| Shipping bill | Exporter or customs broker, filed on ICEGATE | Indian customs export declaration that lets the goods leave India |
| Bill of lading / airway bill | Shipping line or airline (or forwarder) | Receipt for the cargo and, for an original B/L, the document of title |
| Certificate of origin | Authorised agency or chamber of commerce | Proves the goods were made in India |
| Insurance certificate | Insurer (seller under CIF) | Shows marine cargo cover for the shipment |
Exporter Registrations Behind Your Export Documents Checklist
Before an Indian company can ship, it needs some registrations. You do not receive these as shipping documents, but it is reasonable to check them when you choose a supplier.
- IEC (Importer Exporter Code) issued by the DGFT – required for any export from India.
- GST registration – exports are invoiced under the GST rules for zero-rated supplies.
- RCMC from the relevant export promotion council – needed to claim many export benefits.
- Product-specific registrations – for example, APEDA registration for scheduled agricultural and processed food products.
Certificate of Origin on the Export Documents Checklist
A certificate of origin (CoO) proves where the goods were made. There are two common types, and the right one can lower your import duty.
Non-preferential certificate of origin
This general certificate simply states that the goods are of Indian origin. It is usually issued by an authorised chamber of commerce and is often required by banks under a letter of credit or by customs in the importing country.
Preferential certificate of origin
If your country has a trade agreement with India, a preferential certificate can let you claim reduced or zero duty. These certificates follow the rules of origin of the specific agreement and are issued through the authorised agencies listed by the DGFT. Therefore, tell your supplier early that you want to claim the preference.
Fumigation Certificate for Export from India
A fumigation certificate confirms that the cargo or its packing was treated against pests. It is most often linked to wooden packing material such as pallets and crates.
Under the international standard ISPM 15, wooden packing must be heat treated or fumigated and carry the official ISPM 15 mark. In India, agencies approved by the national plant protection organisation (NPPO) carry out this treatment. As a result, the treatment provider – not the exporter – issues the fumigation certificate for export from India.
- When it is needed: wooden pallets or crates, or when the importing country or buyer asks for fumigated cargo.
- How to avoid it: use plastic or paper pallets, or ship cartons floor-loaded, if your country accepts it.
- Check the date: the treatment date and container number should match the shipping documents.
Phytosanitary Certificate India: When Plant Products Need One
A phytosanitary certificate states that inspectors checked the plants or plant products and found that they meet the plant-health rules of the importing country. In India, the Plant Quarantine Organisation, the national plant protection organisation, issues it, and exporters apply online through its Plant Quarantine Information System (PQIS).
You will usually need a phytosanitary certificate India issues for fresh or dried fruits and vegetables, spices, grains, seeds and similar plant products. Manufactured goods such as plastic or paper packaging normally do not need one. However, always check your own country’s import conditions, because they decide what is required.
Extra Items for the Export Documents Checklist: Food and Regulated Products
Food, agricultural and some industrial products may need further certificates depending on the destination. Ask your customs broker which of these apply before you place the order.
- Health or sanitary certificate for certain food products, issued by the competent Indian authority.
- Certificate of analysis or lab test report when your buyer or regulator sets quality limits.
- Food-contact compliance statements for packaging that touches food, if your market requires them.
- Destination-specific certificates – some countries require pre-shipment inspection or a conformity certificate.
How to Use This Export Documents Checklist as a Buyer
A short routine before every shipment prevents most delays. Use these steps with your supplier and your customs broker.
- Confirm the Incoterm and who arranges insurance – it changes which documents the supplier prepares.
- Send your consignee details, notify party and any marking rules before production ends.
- Ask your customs broker which certificates your country requires for the HS code.
- Request draft copies of the invoice, packing list, B/L and certificates before the vessel sails.
- Check that names, HS codes, weights and carton counts match across every document.
- Agree how originals will be sent – courier, bank (under a letter of credit) or telex release.

Frequently Asked Questions
What documents are required for export from India?
Most shipments need a commercial invoice, packing list, shipping bill, bill of lading or airway bill and, often, a certificate of origin. Plant products may also need a phytosanitary certificate, and wooden packing may need fumigation.
Who issues the phytosanitary certificate in India?
It is issued by India’s Plant Quarantine Organisation, the national plant protection organisation, after inspection. Exporters apply online through the Plant Quarantine Information System (PQIS).
Is a fumigation certificate always needed for export from India?
No. It is mainly needed when the shipment uses wooden pallets or crates under ISPM 15, or when the importing country or buyer asks for fumigated cargo.
What is the difference between a shipping bill and a bill of lading?
The shipping bill is the Indian customs export declaration filed by the exporter. The bill of lading is issued by the carrier as a receipt for the cargo and, in its original form, as the document of title.
